Refrigerator water trickle : filter ?

Refrigerator water trickle : filter ?
I don’t know much about refrigerators. I am hoping for an assist. I have a Whirlpool side-by-side, using water filter 3. With the filter installed, water only trickles out of the dispenser. This filter is brand new. The issue existed with the old filter, prompting the new filter purchase. If I run the dispenser with no filter, then the water flow is normal. What’s my issue, the water valve?

It is fixed into the wall; a brass fitting and blue lever. I can take a picture, if that would help. I figured it couldn’t be the the shut off valve because of the steady flow I get with the filter removed.

The ice cubes were normal before this new filter. Now, they are hollow. On the previous filter, if I turned on the kitchen sink, the flow improved on the dispenser. That also isn’t the case any longer. It had my spooked there was a leak or something.

The filter is within the bottom grill of the refrigerator, the push button style. I’m thinking the filter is just trash and restricting flow. It is a Whirlpool made filter purchased from Walmart so I am shocked if that is the case.
