Exterior outlet weather proofing
Contractor installed porch lights (after siding already up) by drilling 4 inch hole through sheathing, weather barrier, and siding. Normal octagon box is flush with siding on outside. She says he install lights like this all the time and simply caulks around base of light. I know I see lights like this all the time, but I have always used a siding block myself. What can I do to best improve this situation. Octagon outer edge is flush with siding on outside.

You didn't say what type of siding it is... important bit of information.

Yes, you will want to order a mounting block that matches the color of your siding. It will have an octagon cutout that you can knife out. Remove the siding, install the block, cut out the siding around the block and reinstall it. Then put the snap ring back on.
Since the inside is exposed, you should caulk or foam the perimeter of the box. He also should have installed a drip cap (z-flashing) over the top of your door trim, and any other horizontal trim that is lIke it...

Just because he "installs lights like this all the time" does not mean he doing it right all the time.
He's made it much harder to go back and seal it or add a trim ring.
To do this right the siding would need to come off, siding block added, then siding cut to fit around the block making sure to leave a 3/8 gap around the block for expantion and contraction.
And no, a face mounted block will not work because he put the hole in the siding in the wrong place, it would need to be in the middle of the laps.
No way is just caulking going to work because vinyl siding expands and contracts to much for it to hold up.
If he had of installed one like this before the siding went on there would be no air and water leaks, no need for the blocking, no metal to rust.
