Sealing an outdoor box

I recently installed some weatherproof outdoor outlets and a junction box. The junction box has a cover with gasket. When I recently opened it up I noticed some water had gotten in. Not sure how, other outlets are dry. Not coming from where conduit enters at threads. My assumption is it some how got in at the gasket but the seal looks good. Curious if most people typically seal around where the cover meets the gasket/junction box.

Whenever I install outside boxes I always drill a small hole in the bottom as water leaks are fairly common. A little silicone over the gasket at the top and sides of the box is good too.
