Another questionable find in old house

Another questionable find in old house

So upon moving stove to paint behind it i found this neat little hack job surprise. Im pretty sure it feeds the 2 gfci receptacle on the counter and ends. The receptacles all work fine. But this just doesn't seem safe or acceptable to me. Short of ripping wall apart, what would my first steps be? Clean up hole, junction box etc just needed ideas i guess.Name:  20161126_161126.jpg

Pretty hard to tell from the pictures what we are looking at but if those are electrical wires and splices behind the wall..... it needs to be opened as IT IS a hazard like that.

Yeah those are electrical wires. They continue on in behind the kitchen cupboards and feed 2 counter gfci receptacle. I just havent cut the wallpaper and vacuumed the dust and cobwebs out. I will do that and see what I'm dealing with exactly. Its also pretty lazy and pathetic that someone has even painted over some of the wire.
