Proper way to check voltages
I am diagnosing the starting circuit on my car. I need to test the starter solenoid, battery cables/connections, ignition, neutral safety switch, etc. When testing for voltage with a DMM does someone need to be cranking the key for all of these components?

The starter solenoid would only be energized while cranking. All the other stuff would normally be energized when the key is in the on position. The battery and things connected directly to it (cables) are energized all the time.
