[B][I]Hi,[/I][/B] New guy here. Just signed up for the first time just minutes ago. Heard great things about this forum. OK so my friend just moved into an apartment. I noticed something about the circuit breakers in her apartment that I don't understand. There are (3) 20 amp breakers on the bottom of the fuse box all with wires going to them. Above the 3 breakers are (2) 15 amp breakers all with wires going to them. The apartment runs off of the two 15 amp breakers. So here are the questions. The (3) 20 amp breakers are in the off position. [COLOR="#FF0000"][I][B][B][B][I]Why are they in the off position if they have wires going to them?[/COLOR][/I][/B][/B][/B][/I] [I][B][COLOR="#FF0000"]Turning on [/COLOR]the (3) 20 amp breakers makes no difference in the electricity in the apartment. Everything continues to work the same way. [COLOR="#FF0000"]Shouldn't something change [/COLOR]with the (3) 20 amp breakers are turned on? [/B][/I] [I][B]Thank You[/B][/I]

Recently I changed an outlet in my master bedroom, replacing it with a new outlet that has 360-degree rotating plugs to better fit a portable A/C unit for my bedroom. Shortly thereafter I noticed an outdoor outlet went dead right next to my master bedroom, which exits out to my deck. Two weeks later I woke up to discover the outlet I replaced is dead. My kitchen lights are also dead, as is an outlet downstairs in my basement. All other outlets are working fine. I searched high and low, including exterior outlets and my garage, to find a GPCI outlet that has test/rest buttons. I can't find any. I do see on my breaker box what appears to be a GFCI breaker with a "Push to test" button. This breaker is tied to all my bathroom lights and outlets. Turning it off shuts off power to all my bathrooms. When I hit "push to test," the breaker flips to "tripped" and will not go to "on." But when I switch the breaker to "off" and then back to "on" it stays on and my bathrooms have power again. This doesn't fix at all the main problem which is multiple dead outlets. I have tried flipping all my breakers off, then on, with no effect. My house was built in 1981 so there is likely no more than 1 GFCI outlet, but I simply can't find it. Unless it's in a crawlspace or something. Is it possible that there is no GFCI receptacle, just the GFCI breaker? Any ideas before I call in an electrician?
