What is this?

Found this mounted in the ceiling in my basement. Romex goes to the outlet for the washing machine.

Looks like a breaker of sorts. Could not make out the ID. Too fuzzy.

Looks like a deadface GFCI to me. Location may not be code compliant because of accessibility requirement.

Yes, definitely isn't code. it's mounted where it's hard to see. I think I figured out why it's there and I'm going to change it. The 15 amp breaker for the washing machine is bad, whether its in the off or on position....it's on, always...must of been like that before I moved in. I think someone put that inline instead of trying to replace the breaker (dumb)....Putting in a new breaker this morning. That should clear things up.

Suggestion: Place a GFCI receptacle at the washer and bypass the GFCI at the ceiling. remove the deadface GFCI and put a blank cover plate on the ceiling box.
