New garage

Hello, One of my older brothers and his wife recently purchased a new house and is having a 2 car garage built with enough room to put in a small wood working shop. I have convinced him to install a sub panel in the event he decides that 240 volts is needed to run a piece of equipment. At the moment everything will be 120 volts; outlet boxes for switches and lights and outlet boxes for recepticles. As the building is being erected the mud room to his house will be expanded to reach the garage so they won't have to go outside when the weather is bad. Can this now be considered an attached structure where he won't have to drive in ground rods? Or, will they be considered separate structures knowing the buildings were built at different times? I know he'll have to run 3 wire with ground and keep the ground and neutrals separated in the sub panel. Thanks in advance for the help. Roger

In my mind that would be attached but always best to check with the local AHJ.

If the buildings are connected, they are attached. When they are built has nothing to do with it.
