water heater disconnect

Is there any reason that the disconnect/safety switch at a water heater has to have a fuse inside it?
Why can't you just use a disconnect switch by itself no fuse?

There is no need for a fuse as long as the circuit is properly protected at the main panel. A simple A-C disconnect or 2-pole switch is adequate. Most water heaters today have 4500 watt elements and either a 25 amp or 30 amp circuit breaker is all that is needed for protection.
