ground cable coming out of wall

ground cable coming out of wall

Is this legal? It looks just like someone tried to install a ground cable in the cavity in an old coal chimney and when they got to the bottom floor, realised they couldn't drill any further into the iron base and so came out of the chimney and down to the basement underneath.
Safety wise I guess it's ok since the grounding cable is unlikely to have power in it but what can I do to fix this? Add a chase around it?

What is the wire connected to? Does it go to the electrical panel or is it for cable or satellite TV?

It's a ground wire connected to an electric panel in the apartments above.
Does tv cable even have ground wire like that?

Not sure why it would be going to the above apartments, unless they were not grounded at one time. I would say it is legal as it follows the building finish so it is protected. You can either paint it or cover it with some molding.
