GFCI Outdoor Outlet won't reset

After a few rainy days, a GFCI outdoor outlet for a pump tripped. Even if I unplug the pump, the GFCI won't reset. I am guessing that it must be a defective GFCI. How can there be a fault without anything plugged into the outlet and no line downstream from this outlet? Would a fault in the line feeding the outlet cause this problem?
I would appreciate any ideas for troubleshooting.

It's possible the GFI got wet or just failed. Part of the test circuitry is confirming the GFI is working properly. In your case it's not and needs to be replaced.

The other possibility is a loose connection or the breaker actually tripping. Most/all GFIs won't reset if they don't have power. So before you replace, use a multimeter or neon tester to ensure there's voltage coming into the receptacle.

Thanks. I will check if there is power. I also need to double check in case there is anything connected downstream.
