Wire through framing distance

Wire is considered protected of its 1.25" fin the face of a framing member but if you fish wire behind drywall between studs, then the wire can be directly against the drywall. Or let's say you fish wire through, notch studs, then protect with metal... Isn't there a risk someone could bit a drywall plug or drill a hole in the drywall and through the wire behind it? Why does code not require all wire to be 1.25" away? The cable won't give that much if someone puts a drill in.

It desn't matter if it's been pulled thru the bay and is just hanging there or is run thru the studs..... it could be cut or drilled if someone just plowed into the wall. Some degree of restraint and caution needs to be used when entering an unknown wall space.
