Need help with electric dryer. Don't know what's going on

I trying to figure out why my dryer is not working had somebody do some wiring to make the three prong 220 dryer and plugged it in nothing happened it didn't work took it outside to the shed where the welder machine or whatever it was plugged into a 220 thing which it worked but then when I plug the dryer into it to see it did not come on and didn't work either so I don't know why that is so I sent it to the shop and I just got off the phone with them and they said my dryer is just fine so that it must be some kind of wiring problem at home or something like . why wouldn't it work when I plugged it into the pub at the welder work done and now they're telling me that it works finewhy

What wiring? Did the "somebody" run a new circuit from the service panel to the laundry room?

Residential voltages are 120v and 240v. Almost all dryers will not run on 240v. They require 120/240v. Tell us the wiring at the receptacle.
