Baseboard Heater Thermostat Melted Wire

I went to change a dial thermostat to a digital thermostat. When I removed the old thermostat the old wire was melted at the merrett cap was melted in half. There was a lot of exposed wire that is corroded. There are 4 wires in the box, 2 black wires which were connected to the thermostat and a red and white wire which are connected together. Was this due to an improper previous install? Or is this due to an issue with the heaters?

Poor connection. Not a problem with the heater.
