Older Wiring Decoding

I pulled a Leviton dimmer switch circa 1987 out of the wall. I'm not sure why there are 3 runs to this box - and what to do with it. I want to install a single smart dimmer which has instructions like white/black/ground. One clue may be that there is another switch in the same room that seems like it should control an outlet - but doesn't control anything...and judging by other things done in this place, the guy may have jumped into that somehow? There is no other switch for this set of track lights - just this dimmer that I pulled out.

Welcome to the forums.

I labeled the picture for you. H= hot, L= load.
You will need to add a short piece of white wire to connect from the neutral splice to the switch.
