Anti static mat not conductive?

Anti static mat not conductive?

I bought a table top anti-static mat. However, I could not measure any conductivity on the mat whether on the top or bottom surface. I spaced the test probes just 1cm apart. My multimeter can detect several mega ohms.

Do anti static mat only conduct high voltage? What is the correct way to test this?

When I worked in electronics we had a special megaohmeter for testing anti-static materials. A regular multimeter doesn't work since static electric voltages are so high you really have to test for ESD conductivity at high voltage.
