protect America Simon XT - locked ?

protect America Simon XT - locked ?
Does anyone know if Protect America locks their Simon XT system to just call their monitoring station ?
I've looked at some manuals online and although the ones from Protect America don't say how to change the monitoring station number they also don't say if it is locked.
I don't know what firmware the system has but it looks like it must have at least 1.2 as it works with the touch pad 60-954-rf-ts
the model number of the panel is 600-1054-95R -11
