Ce Encryptor 3 fob problem
I have tried to reenroll the encryptor ,after removing powercable, reinstalling while holding the program button and releasing after led lights. The unit flashes 6 times.
When I attempt to enter user code, holding the program button until led stops flashing,
releasing the program button the unit only flashes 1 time instead of the fast flashing to enter the user code on the keypad.
How can I fix this issue?

Base system is Vista 20P.
Attempted to re program security code again today, unit finally went to fast flashing. When attempting to arm with the Keyfob, Keypad lighted but system would not arm.

Based on your description, you are following the steps correctly. There aren't any hidden programming settings that would keep you from arming through the keypad bus, especially if the CE unit has functioned correctly, in the past, and you reinstalled it the same way you disconnected it.
At this point all I can suggest is to delete the remote, and learn it back in.

Thank you for trying to solve this problem.
Today, I started from scratch. Powered down and found the power connector at the keypad lead for the encrptor loose on the keypad. Problem solved.
Apparently, the loose connection provided enough power to operate a relay, but thats all.
