no flowers

I lived about 40 miles inland from the San Francisco California Bay area. This is a mexican marigold, tagetes lemmonii. First planted last summer and bloomed nicely with yellow flowers in the fall . I pruned it early last spring. I never fertilized it because I'm a terrible gardener. We have hard clay soil. It's on a drip system. Why won't it flower?

Hi, thanks for at least trying. Some are starting to bloom a little, I hope they all do?. I remembered last year admiring them covered with yellow flowers and didn't remember what month it was.
