What should I use to cover this?
I just removed all of my old Masonite siding and I'm installing Hardie planks. As you can see from the photo, there is a concrete foundation material with embedded wire mesh. Previous owners had foam board, flashing, etc. in this area. I'd like to try something different that would not absorb water and would look nice. This is on an older home. I'd like to cover this concrete material (below the flashing) with something that will last. If you have any suggestions, I would greatly appreciate it.

Welcome to the forums!
Looks like stucco that is in poor shape, I'd remove any loose and restucco. It can be left unpainted although if you prime/paint the stucco it is less likely to absorb moisture.

I'd remove any foam or masonite up to your nailing edge. Then pressure wash the exposed concrete and paint it. There are some highly textured paints specifically intended for painting foundations that can help hide imperfections.
