Replacing rotting wood side panel help

had some heavy rain this past winter and noticed water leaking into our back house. cleared everything out from the outside of the house to find the bottom of the wood panels were rotting. i took a circular saw and cut off most of the rotten part to check everything out and found that the frame is built onto the foundation with no type of concrete lip to help keep water out. what are your opinions on the proper way to fix this issue?

T-111 never should have been installed within 6" of grade!
That's building 101.
No way should the bottom of that wall have been built that way!
There should have been a row of block laid and the wall built on to of it.

The previous owners had installed that, and also tried caulking the bottom which made everything worse. As of right now I'm just looking for a temporary fix, can't really afford to redo all of the siding right now. Any opinion?

Snap a chalk line about 11 1/2" up and cut the lower siding off with a skilsaw that is set to cut 1/2" deep. Slip a z-flashing behind the siding and leave a 1/4" gap between the siding above and the flashing ledge.

Then install a 1x 12 of some type under the siding... pvc or Boral would be best, but anything would be an improvement. Not like you can raise the building now, little late for that.

Does the bottom plate sit on the floor? Is it rotted?
