This would be all new MAterials same framing and structure. Basically the Same size only thing would be new exterior sheathing with zip boards , no new plumbing or electrical. I would be doing it mostly myself.
I am going to check with my local codes. But Thought I would ask for advise here.
Is there a real big advantage perhaps with and tax reduction using energy rated new windows?

Each location has it's own codes. A permit may not be needed but a contractors license to do the work maybe required. Ask in a supply house. I wouldn't call the building dept.

I agree. Some cities/counties want you to get a permit for any work you do (mailman have been known to report you) while others only want permits for the big stuff like an addition, while others don't care.
