Leaky detached garage at ground level (snow melt seepage)

I have a homemade wooden detached garage (newly shingled, solid roof, painted plywood panels for exterior, cement pad) but the cement pad is basically ground level. So when snow builds up around the sides and then melts, I get water seepage leaks inside the garage floor through the plywood panel exterior. I'm not looking for an expensive complex fix because it's not that huge a problem so I'm considering just wrapping the bottom foot or so of the exterior in that Blue Skin membrane and then painting over it to match. Is that stuff paintable? Any other simple suggestions?
