Fence behind retaining wall?

Fence behind retaining wall?

I have recently purchased a home that has a retaining wall separating the front yard from the street. I am wanting to put a privacy fence up (the front yard is really laid out like a back yard and that's where most of the entertaining will happen). At first I had thought I could just build the fence immediately behind the wall but then further research seems to indicate that I would either have to go all the way down into the ground (at street level) in order to get solid anchor, or place the fence back a ways from the wall. Can anyone provide insight into what my fencing options would be? I'm wanting the fence to be a horizontal, modern-style fence. I have attached pictures of the wall and yard. Is that a poured concrete wall? How high a fence do you want to erect?

If the wall is poured concrete you could drill into the concrete and bolt brackets to the wall.
