How to install handrail guard?

I went to my local hardware store and the railings I've found do not have groove underneath it. How do I install the baluster if it does not have groove?

What is the shape of the top of the baluster(s)? Is this interior or exterior? If the top of the balusters are round you would drill holes with a spade bit on the underside of the rail. If the top of the balusters are rectangular you could 'create' a groove by installing strips along the outer edges of the baluster to capture the baluster tops. You could then cut small infill strips to place between the top edges of the balusters.

It is easier to install a handrail if it has a plowed groove in it. Without one, it is simply toenailed into place.

I see. Thank you for the response. I may have to do that.
