I want to insert 1/2" into a newel post. I want it to be permanent. What type of adhesive should I use to make sure the lag bolt will not come off?

Something is not making sense to me. Lag bolt is a giant screw. If the hole is drilled the right size, it won't just loosen and fall out. Seasonal changes in the wood, if outside, may loosen it somewhat, no matter what you inject. An epoxy (just about any type) would be the best choice, but the bolt may still loosen.

That's why deck framing uses through holes and bolts, nuts and washers. Much less chance of loosening.

I see. This is for inside use. The thing is, I need the handrail guard to be removable in case I need to move furniture int/out of this room. Therefore, I need the newel post to be easily removable.

You won't want glue that makes for a permanent part.
