Stepped fence - Picket placement advice

Hi!
I recently finished framing another section of my stepped fence going up hill (totals 61 ft) My pickets are 6ft high. But the top rail on at least two or more sections heading up the steep hill will make my pickets more than the 3in above top rail (which is how I aligned the first section pickets)

Should I simply cut the pickets to align 3 in above top rail, dig down a bit deeper or something else like more framing to support the pickets closer to their 6ft height.

I’ve attached 4 photos to help visualize.

Appreciate any advice!

If I understand correctly it just sounds like your sections are too long for that steep a hill. In one photo it looks like the fence will be 6' high at the end of one section and only 2-3' at the other end. I also think having part of the fence that short will look odd. I'd add another post in the middle. Your section will be half as long but you'll be able to keep the fence taller and have frame to attach to.
