You may want to fill out your profile, too as we don't know where you are located. Sometimes help is indigenous to your location. I have never seen tile set in a jute type backing. What size are the tiles? Generally asbestos containing tiles were 9" x 9".
What you have pulled up appears to have been set in thiniset or a type of concrete base.
As long as you don't sand it or cause it to be friable, you could probably remove it and bag it without problems. Of course wear breathing protection when doing any type of demo work.
Some of the others may have seen this, so hang in there for more information.
