Rockwood in floor/ceiling support

I want to put in roxul in the floor of a 3rd floor apartment, which is the ceiling of the 2nd floor below. Where is the correct positioning of the wool in the cavity or does it not matter? ie touching the ceiling below or leaving a gap? How can I support the roxul so that it doesn't fall down and touch the drywall below but is instead snug against the flooring of the 3rd?

Lastly, is a double layer of wool better for soundproofing?

It doesn't matter, you are just filling the cavity for soundproofing so just fill with a min of 6" (R19) or more!

I figured that if anyone worked on the ceiling below in future, all the insulation would fall down.

Also, how do I put 24" roxul into a space of 27"?
can I cut it and put strapping to support it?

Is the ceiling open?

You have 27" joist spacing?

Yes, entire house is like that. 27" spacing, 3"x11" actual width not nominal
