Rim joist has a screen in it
I am preparing to replace a rim joist and sill plate that are rotted under a french door in a fixer-upper I bought. Why would the rim joist be shorter/narrower than the floor joists and have a screen in it? Picture attached.

This is the view from the full basement, and the sheathing/plywood under the siding covers it. It's my understanding there shouldn't be air movement through here but airtight insulation to prevent condensation. I live in Maine and the house was built in '92.
