Sealing Garage wall cracks

so within my garage i have a relatively large crack about 1/4" wide all the way through. id like to get this sealed up to prevent humidity and temperature leakage into the garage. whats the best way to seal this up? was recommended hydraulic cement by a buddy, but wanted to get other opinions. i believe i should seal from both inside and out.

Cracks like that are typ sealed with a urethane caulk, something that can be forced into the joint and will give a little!

Hydraulic cement would also be an option.
