Tulips not flowering

Tulips not flowering
I'm in zone 9 in South Louisiana
I planted about 50 tulip bulbs last fall. All but a few came up, but very few are producing any flowers. All I have is about 3" of green, and they are no longer growing.
What did I do, or not do?
What can I do to get them to flower?
Should I leave them in the ground or dig them up?
