What is this copper tubing?

What is this copper tubing? After 24 years in the house I found this tubing, behind water heater, coming up from floor/baseboard. I cut the crimp off and a small amount of liquid came out and smelled like fouled gasoline.

I'm selling house and have an inspection early next week. What is it, is it safe to cap it, and should I be concerned?

Was the Hot Water Heater once an Oil Fired unit ?

It would appear that you did have an oil fired hot water heater.
The more important thought is what about the tank...... is it gone ?

Not since I've own house. I checked under house; I have a crawl space. The utility room is boxed in with cinder blocks so I can't see tubing.

Tubing is about as wide as a pencil.
