Furnace or Cold

How can I determine if my furnace is malfunctioning or if it just can't keep up with the freezing temperatures

Take a temperature reading on the supply duct and on the return duct. Let us know what the temp rise is.

If the furnace is in the basement then it's a upflow furnace. Supply temp will on the duct above the furnace. Return temp will be on the bottom or side of the furnace.
