Gas Wall Heater safety?

I went to a friends house and he had a gas wall heater he was going to install. I told him that it may not be code to install it in a 4' space between two windows. He said he didn't care. A week later I went back and he had it installed with the 20 gal propane tank sitting next to the heater. I don't know if I wanna go back there now. I do store a propane tank in my attached garage, and I sometimes hook it up to a gas wall heater or propane blower in the garage, so I'm wondering if that's safe? Am I being too concerned?

The problem with installing a heater that close to windows is the curtains.
There may not be curtains now but if they get installed could be an issue.

I wouldn't have a propane tank in operation in my home.
