Unheated crawl space in summer home with HVAC system for main living spaces only

2 story summer house on the East Coast (Ma.) with unheated 4' crawl space (mostly above ground level).
Poured cement foundation with vents to allow sea water pass through per Flood Zone regulations.
Domestic Town water comes up in crawl space, with shut off , pipes in crawl space insulated but not able to fully drain system.
!st and 2nd floors heated to 60 degrees but Furnace is on 2nd floor with no easy ducting to basement.

Suggestions as to the best/simplest way to maintain crawl space above 32 degrees. ? space heater, etc

Im guessing you want to heat this because of the water pipes? Why not just heat trace the pipes?
