Insulation for an exterior wall with cement board siding

Hi, I recently bought my house and have gotten conflicting information concerning insulating an exterior wall in my attic. The exterior is a cement board siding, i think. could be wood but it is siding on the exterior. I have had multiple poeple come out to talk about insulation for my attic and some say i should not insulate the exterior wall while others say I should. Can someone give me a good answer? If the floor is insulated, then there is no reason to insulate the wall.

If it is balloon framed, you would be able to look right down the wall (no top plate). In that case, the wall below the attic level should be insulated. The portion of the wall in the attic does not need to be. The photos look a little odd, like the wall has been extended or something... the short pieces of framing make me wonder.
