Insulating a basement with additional foundation wall

Hey all! Im looking for advice on insulating a basement wall that is a foundation support wall about 1.5 ft away from the original foundation built in 1915. Should i treat it as a foundation wall and do xps foam furring strips then drywall? How do i prepare the floor for vinyl plank flooring? Any suggestions much appreciated. From east idaho btw. 1st picture is between the foundation and the supporting wall. 2nd is the basement. 3rd is the rim joist. Sorry its rotated.
