Weather All XL 1/2"

Can I use this inside the house under tongue and groove in my ceiling? Do I face foil inside or towards the roof. I am looking for just a little more insulation in my open ceiling. There is already 2" foam and drywall installed. I have 2X2s installed over the drywall and 1" foam and want to put on the Weather All XL and then the tongue and groove. I live where it gets to -38 degrees for extended periods of time. It is not an option to tear it all out and start over. Thank you for any help with my situation.

You can if you want to. Typically foil facing faces the air gap.
