Frost holes in lawn -advice to fix

I have a sloping hill for a lawn and in late winter I get these holes in my lawn, basically where the ground collapes during freeze/thaw cycle. I have high clay content and in spring it becomes a mud pit and in late summer it hardens into a rock. Should I add sand, peet, or good garden soil to fix this?
Thanks in advance-
Adam

Some Gypsum may help keep the clay particles from adhering to one another.
