Is this grass going to grow? City damaged lawn.

Is this grass going to grow? City damaged lawn.
Long story short, city easement which is part of my lawn in front of house was damaged. There were bare spots hard sand/mud soil. City came out yesterday and laid what looks like seed right on top of this hard soil (did not work it in). They laid straw and some type of netting over it.
Before they came I was about to do it my way, wetting down the hard land, raking in seed, then fresh top soil on top of that with more seed.
I cant see the cities method to work... at least not without constant water.
Is what they did the standard way?
Is the netting and straw enough to allow natural moisture to retain in the soil without having to water? I pretty sure they don't come back to water it!!!!

Good luck. This will grow some straggly grass and a lot of weeds. Sucks but your best bet is to just do it right yourself. I have the gas line on my side of the street and I just get seed when the dig up to attach a house across the street, no straw or mat.

Maybe your City uses grass seed that's been treated and embedded in some form of moisture retaining gelatin so that it doesn't need frequent watering after germination ?
