How to clean up/refinish my mom's statute
First off - can someone confirm that this is a cement statute?
AS you can see from the photos, the paint is peeling. What is the best way to get that coat of paint off and repaint and what tools do I use?
Is that paint?

I'd be using my pressure washer.
Looks to thick to be paint, looks more like gray Dryloc to me.

I'd be careful with a pressure washer, it might damage the underlying material, which does appear to be some kind of concrete from the pictures.

I'd also be leery of using a pressure washer on it. I don't know what type of concrete/cement they are made out of but it's not near as stout as normal concrete. Left unpainted, those statues can start to deteriorate after a few years.

how clean does it have to get
does every bit of old paint/gray dryloc have to come off or just the chunks? If it is gray dryloc is that heavy enough to cover the discrepancies if I do not get all of the paint off?

You don't need to remove all the paint, just what is loose. If there are chunks missing - I'd wet those areas and apply just enough Durabond to return it to the correct shape. Mortar or other fillers may also work.
Drylok is a masonry primer and while it can be used on the statue, a finish paint like latex house paint should be applied over it. Drylok might soften the edges where the chunks are missing but won't make it go away.

spray paint? what kind of detergent to clean? also the bird bath
Just a few more questions and thanks for ya'll patience!
1 - possible to use a spray paint if we don't get all the paint off or will we see the difference between where there is still paint existing and where we scrubed it off?
If so, what kind of spray paint?
2 - what kind of detergent to use? We are also cleaning the bird bath (that the statute sits in) which is a bit dirtier and need to clean it up too. Will need to repaint the bird bath as well. it doesn't seem to have any peeling paint.

I like TSP for detergent but most any laundry detergent or floor cleaner should work. Add bleach to the mix to clean up any mildew.
I don't like using aerosol cans of paint for 2 reasons; it's been drastically thinned so it will come out of the can which means you don't get a heavy film on the substrate = shorter coating life and it will highlight any discrepancies on the statue. Brushing the paint on will give you a heavy coat [longer wear] and will soften the transition from peeled to sound better.
