Removing debris from river rock?

Hello, I recently just bought a house and my current big project is removing all the river rock from around the house. Unfortunately the previous owners weren't very nice to their yard and there is litter including lots of cigarette butts mixed in with the landscaping rock. Anyone have an idea how I could make this job a little easier than hand picking through tons of rock? I'm hoping to find it a new home if possible. It would be a shame to throw it away if I can't lessen the mess. Attached is a picture from before I removed a pile of wood.

Why does it need to be removed and not just cleaned up?
Pick out the trash, weeds and spray with total vegatation killer.
Last thing you want is mulch around a foundation if that's what your thinking.
Unless it's totally clean good luck trying to rehome it.

I'd either excavate it and reuse it wherever or rake up the worst of the debris, spray weed killer as Joe suggested and then dress it up with a new layer of rock.

A good leaf blower will clean most of it.
