Thoughts on getting rid of river rock / want to plant flowers in that area now

Previous owner had an area that was covered in small river rock. We wound up putting wood chips / mulch over the rocks.

We put a bunch of bird feeders in that area and want to plant flowers under the feeders / sunflowers fall and start growing in the mulch anyway.

I've started moving away the mulch and now picking through the rocks - they are smaller size - 1/2 - 1" ?

over time the rocks settled into the dirt / the dirt rose? / the mulch turned to dirt.

Is there any tricks / secrets other than manually digging out the area and hand picking through the dirt to find / remove the rocks? we're looking to make an oval area for planting - about 10' long x 5' wide.

Sometimes a rake can do a good job of grabbing the rocks while leaving the dirt behind.

Have neighborhood kids you can hire?

Basically it's just work. You might have to use a shovel to break things up. Then use a garden rake back and forth to break and clumps apart. The tines of the rake will catch the larger rocks and let the smaller stuff pass through. For smaller stuff I've used landscape fabric to sift.
