Question unwanted grass

What can I use to kill grass seed or prevent it from germinating and growing? My neighbor has a small strip of grass at the side of his house, about 4' x 20', that he rarely mows. Needless to say it goes to seed every year. This seed then lands on our property where we don't want grass growing. It is a pain in the rear to pull it out every year as there are a few rockery rocks on our side. I want to spray something, or scatter something on our property to keep the grass from germinating. What should I use?

Roundup 365 or a similar "season long" groundclear.

You could spray his grass but now your getting into issues of destroying someone's property, or apply a Pre-emergent herbicides to your property to prevent the seed from germinating.

Putting on a pre-emergent was what I was hoping to do. I just didn't know if it would keep grass seed from germinating. Apparently it is non selective and a seed is a seed. I went out today and cut the grass down with a pair of gardening scissors. This will keep all but about 1% of the seed from hitting our property. Now I will be able to keep on top of it with the weed whacker. The neighbors don't take care of it because it is on the side of their house that has no windows and it can't be seen from their backyard.

Black plastic under your rocks? This is what I use in gardens around the plants and under landscaping rocks. Nothing grows that I don't want.
