best way to deal with these tree suckers

We have a 15 year old Tilia Cordata tree in our front yard. I should have pruned them earlier, but tree suckers have gotten quite large at the base (each one is about 1" in diameter). I'm not sure where the best place to cut them off is. Should I cut them above the soil or dig down in the soil and cut them off as deep as possible? I don't want to hurt/kill the main tree. Thanks

Cut them off at the base of the sucker!
