Troubleshoot fluorescent light fixtures

I would like to troubleshoot and repair one or more fluorescent light fixtures. How do I find the right instructions for my light fixtures? How do I find out who made these fixtures?

First replace all bulbs at the same time with new bulbs.
Second open connection area and verify it has power using a multimeter, test light, or solenoid voltage tester but not a non contact tester to check line in.
Third check all connections. Redo any wire nuts. Make sure wires are holding firmly in the tomb stones.
Replace the ballast.
No very old fixtures may have a starter. Replacing it should be your first or second choice.
Actual order of testing may vary with symptoms. First and second may be reversed. What are your symptoms?

Sometimes it works and both bulbs come on, sometimes only one. Sometimes it won't come on at all and so I leave it turned on for hours or days until it decides to come on again, then it often works continuously with little trouble. In all cases it takes about 30 seconds from the time I flip the switch for the lights to even try to come on.
