What ever type of florescent fixture you have skip the ballast replacement and just convert to LED.
I just did my garage lights this weekend and it's amazing the difference.
Had (8) 2-bulb 8' HO fixtures that got converted and the difference is incredible and I'm using 1/3 the electricity and can now actually see out there!!
