Removed light from patio ceiling: is this safe/legal?

Removed light from patio ceiling: is this safe/legal?

Thanks for help in advance, So at the apartment I have, they removed a rusting light fixture from my porch ceiling. The light had a wire from the base of the fixture that ran in a channel to power an awning. Without the light fixture, they simply put a cap over the hole and left the live wires exposed. Doesn't this need to run in weatherproof conduit from a sealed junction box?

By "they" do you mean the landlord or the company that owns the complex?

Not ideal, but I'm sure they capped the wire ends. Being under the porch ceiling will be safe enough. Does it still power the awning?

Nope! Looks like extension cord run in wire mold.
