Wiring Light Switch Help

My wife and I recently bought a house and the basement has been fully wired but there are no light fixtures, switches or outlets installed.

I need some help figuring out some of the switch wiring. (See attached picture). The room has cans and junction boxes for lighting as well as a junction box for a ceiling fan. The cable in the ceiling fan box has a red wire in it.

I am a little confused by the two black tails coming of the wire to the far left. Do I need two 3 pole switches for what is in the picture? Do I connect the neutrals to the switches or leave them as they are? Any help would be appreciated.

My best guess.
The two black pigtails are power for the switches.
The left black is the switch power to the lights. Connect to switch along with one of the pigtails.
The right black and red go to the fan box. Connect to what ever fan light control you have along black pigtail for power.

Thanks, so would it be a single pole or 3 pole switch that is needed for the wires on the left?

Single pole switch is all you need.
